Powerdown on restart?

Is it unusual for a computer to powerdown when restarted? (As in power shuts off then turns back on a second later). And will it harm any components because of the power switching on and off so fast?
 
i believe thats the definition of restarting.

it can has negative effects so i would refrain from using a hard restart, except under certain circumstances e.g. freezing where there aren't any other options
 
Yup, that is what a restart is, basically off then back on. I would say the harm is minimal, but hitting the reset botton while your computer is running can cause problems like filesystem corruption. If you're an overclocker (which I assume you are), you are doing much more risky things to your hardware than turning it on and off.
 
I'm not talking about pressing the restart button on the case. When windows or the bios restarts, the system shuts off then turns on...
