i set the Vcore at 1.90 in softmanu 3, but when i boot into w2k, the motherboard monitor report my Vcore are 1.97? is there something not right??
 
The settings are rarely, if ever dead on. There are always minor variations in rated and reported settings, usually nothing to worry about. You can also adjust settings in Motherboard Monitor to reflect these variations.

Most likely thats the problem, but it could also be a crapy psu (or board?), I have almost the same problem on my board all my vcore's are v0.5 over the setttings in the bios, and my bios reflects this as well, then again I have yet to find a program that will show any voltage/temps accuratly in windows.

Well I also have a Abit vp6 and at one time when I started my comp it posted at p3 500 when I was using a 750 of course I changed it in bios and it did it again so I reseted the cmos and it was fine. So just try reseting cmos and try it. Can't hurt to try it
 
Also, remember that as long as the board is consistent that you don't really have a problem. If I had just a bit more voltage for my board I would be happy. I could just adjust the core voltage down a bit but a little more juice for the rest of my board would be welcome. This can often enhance your overclocking success.

The only drawback could be during very hot months if your room is not air conditioned!
