Questiion about file fragmentation

Neither should, but a program might depending on the circumstances. When resizing, depending on where the files were, a program may have to shuffle around files to get contiguous free space to make the partition smaller. Making a partition larger should never change the file locations. Moving will depend on the program. If the partition is not made smaller, it shouldn't move files around, but it might optimize while it is moving stuff around anyway.

Short answer: maybe.
 
Never noticed it on NTFS, it simply moves the file to the next free spot ?
