I am considering getting a celeron 766 (@ fsb 66mhz and 11.5x multipler not o/ced). From the bios, my motherboard has a max multipler setting of 8x. Since the CPU is multipler locked, does that mean that the multipler setting used will be at 11.5x regardless of what my motherboard says?

You'll probably have to flash the BIOS with an upgrade before it'll support the higher multipliers. What make and model motherboard are we talking about?

The chip should force the motherboard to that multiplier even if it is not in the bios so yes you will still get 11.5 * 66 but you should still get the latest bios to make sure there won't be any incompatibilities.

also, my motherboard says that I need to download the latest bios to run a Celeron mendicino A CPU, does that mean that there is no chance my motherboard is compatible with a coppermine?

can your motherboard even take Copermine P3's?
If it can you shouldnt have a problem
if you cant, well the celeron2 (copermine-128) will not work on that board
also, dont expect to overclock that celeron vrey much.
if you want to overclock a celeron dont get anything faster than 666
or get an 800 (100x8) and move that to 133 FSB, 1064
