No it wont affect overclocking at all but having it set to 60hz makes the screen flicker and can cause people to get headaches. Just leave it set at 75hz or higher if your monitoe can handle it (almost all monitors can). But the higher you set the resolution the lower the refresh will have to be, meaning your monitor can probably do 75hz at 800x600 but it probably can only do 60hz at 1600x1200. If you dont mind it at 60hz then its OK, just a matter of preference.
