R9 390 low fps...

For some odd reason all of my games are running are lower than usual frame rates. Went to go stream today and everything wasnt running correctly. things i usually run 60 fps and up arent breaking 30 now. not quite sure whats going 0n here. Maybe my PSU is on its way out. Its about 3 years old now and puts out 1000w i know its plenty of power. All my drivers are up to date and all that fun stuff. ive tried multiple games. All setting levels and somethings not right.
so any ideas??

GPU temps?

If temps are fine roll back drivers. Windows 10 auto updates so could've installed one that is buggy.
