I've read that thread a couple of times and I don't see anything other then a random person stating it runs at "80% of the spec performance of the caching device", with no testing to back up their claim.
In other threads, it's been shown that PrimoCache does suffer in some areas, even compared to Windows own built in cacheing mechanism:

However, Windows built in cache and PrimoCache work in different manners, so they both have their strong and weak points, Windows cache being a last-read cache, and PrimoCache working by most often accessed. PrimoCache also has the advantage of using a secondary cache device (SSD for example) to help with cacheing a hard drive.
