Randon Shut downs, does this sound like PSU

Ok, i bumped the core up to 1.85 from 1.825 on my t-bird 1.33 and now I seem to be getting random restarts, i wouldnt think this little voltage change would make that much diff, but I dont know. Also, after it shuts down, if I look at the mb a green light is still on, on the board, if i unplug my psu after a couple mins it goes out but the comp still doesnt start rite up, I have to unplug the power cable to the mb, after I plug it back in it starts rite up. Here is my sys:
Asus A7A266
T-bird 1.33 o/c to 1533 768megs pc133
2 plextor scsi drives (with adaptec card)
40gig maxtor ide hd
sb live
Elsa Geforce2 gts
Netgear NIC
300watt powersupply

Would this be the PSU, or anyone have any ideas
