I order ROG-STRIX-Z390-E board for my i9 build
https://www.asus.com/us/Motherboards/ROG-STRIX-Z390-E-GAMING/

can i add a addon 10gb NIC card to the bottom x16 (x4 real)
I dont want my GPU to run in x8 mode so if i have to chose x8 gpu with 10gb or x16 i would stick with x16
i do know some Mobo's bottom lane through the PCH which shares bandwidth with m.2/sata etc

I want to have 10gb network access to my server, which already has 10gb.
10gb nic
https://www.ebay.com/itm/MNPA19-XTR...AAAOSwKwBa-w5K&_nkw=mellanox+connectx-2&rt=nc

i dont know to find out if that lane is direct access or shared through PCH

helps to read the manual. its available via the link you posted for the motherboard

Intel® Z390 Chipset
1 x PCIe 3.0 x16 slot (max. at x4 mode)*
3 x PCIe 3.0 x1 slots
*
The PCIe x16_3 slot shares bandwidth with SATA6G_56. The PCIe
x16_3 is set at x2 mode by default.
