rpm count at 7V not possible???

i´ve got the following prob:
a few day´s before i bought a fop 38. because of the disturbing sound of the cooler, i installed a baybus, meaning i can use the cooler at 7V and 12V by clicking a tab. the cable for the rpm signal of teh cooler is connected to the fanheader on the mobo (kt7). the problem is that i only get the displayed on the motherboard monitor, when the cooler runs at 12
V (ca. 7000rpm, normal), at 7V "0" is displayed...
where is the problem,....thank´s fo your help.......

the fan is not running fast for the rpm monitor to work properly some of mine work at 7v some dont none pisplay the speed at 5v
