RTX 2060 using only the base clock in some games

My new rtx 2060 stays at 1365mhz in some games (league of legends, cs:go, overwatch), but in some others games it goes to 2040mhz (gta v, the witcher 3, and even in some more light game like magic arena).
What I like to know is if there is a way to force my GPU to 2040mhz in this games as well

If you have forced/turned on vsync in your game and the card has to produce just 60 fps then it will not run at max clocks , it will run at those clocks which are sufficient enough to provide you 60 fps.
And games like gtav are much more demanding graphics wise they require the gpu to run at full potential for the 60 fps, so card runs at max boost clock.

For running the card at max boost all the time disable vsync in game settings.

vsync off, all to high performance in nvidia/bios

Just vsync off should allow the clocks to ramp up
