RX 480 with 50%+ power limit hitting 220 watts, is this normal?

How much is it at 100% power limit ? It looks like limiting power isn't really working.

How are you measuring that as well... it's likely off...

I would use a watt meter to measure power draw of the system at the wall at idle and then under some heavy graphic load like the Heaven benchmark. The differential would give you a rough idea of how much many watts the card is actually making under load, with a little offset taken into account for the work done by the CPU.
