Ryzen 7600X maxes out at 5.2

I installed AMD Ryzen Master and did some loading on my 7600X with Prime95 and saw that the max it run continuously was 5.2. I thought the max for this CPU was 5.4. Now with CPU HWmonitor it does show a max clock of 5.4 but not continuous 5.4.
Can somebody explain?

Max clock is opportunistic and never guaranteed to be hit ever. In practice a light load on a core or two can enable it. A heavy load on all cores will give it a workout. Prime95 uses FP64 instructions like AVX-512 heavily, so it is a worse than average load. You may be running into a limiter, of which there are several.
