Scratcy Sound

Well my friends computer has a problem. When ever he plays any sound what so ever it comes out all fuzzy. I have updated the drivers and tried the speakers on other computers and they work fine. The computer is using a Legacy on board sound card.

does it crackle?...mine does this when the PCI latency is at 32(default) i turned it up to 64 and its gone...have tried different latencies lower than this and no good it was still there. i'm using a SB PCI 128 sound card.

how do you set the latency?

It's in the BIOS. There should be a setting for it in there somewhere (I think it's in "Integrated peripherals", but I'm not 100%sure). Also check and make sure and EAX or simmilar mixer settings are set to have no effect.
