Second time - Need help

This is only my second time OCing, and I could really use some help. First of all I have an HP Pavilion a350n. P4 2.8GHz 800MHz fsb, 512MB PC2700 RAM (two sticks of 256), Radeon 9600XT 128MB. I would like to OC to 3.0GHz, but I don't even think this mobo will let me (and I have yet to figure out what mobo it is, even though I have been looking everywhere.)

What I want to know is:
1. What mobo do I have, and will it let me OC?
2. If it wont let me OC then what mobo should I get? (I have a limited budget)
3. What kind of cooling should I get?
4. What steps do I need to follow to OC? -_-

What options do you have in the BIOS.

I don't see anything about modifiers, no way to change speed for anything, really.
Also, the first time I oced, I had a friend help me who had done it many times before.
