Server & Workstations Builds. Need advise

Building about 20 workstations and one server..this is for a medical office and there is no budget. What i have is listed below. I think my workstation looks good but im wondering if i should use a desktop chip/board for the server so i can use the same m.2 SSD in the workstation as a single one of those will be significantly faster than 2x BX100 in raid 1. Thoughts?

Win7Pro? $140? OEM? Yea, I'd go with OEM 8.1 or 10 for a lot less. Classic shell FTW!

For the server:
You don't need nearly 750w for that setup, a quality 500w would be more than enough, and cost almost half of that. Also, you don't need a DVD drive for it, you could always just borrow one if you need to install software that's only on CD/DVD, and then return it to the original machine when you're done. All of your WS builds will have one, right?

For the workstations:
Like I hinted, you don't need to spend $140 on the OS, I would go with 8.1 or 10 (8.1 if the security issues are your concern) for closer to $100. Also, the integrated GPU on modern CPUs are plenty powerful for most tasks, so do you really need the GPUs? What will these workstations be doing? I'm willing to bet that they'll either be completely unnecessary, or overwhelmed. And what's with the aftermarket coolers? If you aren't overclocking (if there's real work being done on them, I wouldn't), the stock cooler would be fine, and "X"ing that and the GPU would allow for a slim build that would take up less space in an office environment, and end up costing less per unit as well.

Edit:
Also, does the office have a rack for a rackmount server? If not, I'd definitely go with a desktop board with a raid card and a cheap case for it.

What are they doing with these workstations? This is some pretty serious hardware for a medical office. My guess is that these workstations won't be running anything that comes close to needing an i7-6700K. An i3 or i5 is probably far more suited to the task of running whatever software they will be using. Same with the 951 SSD. That seems like serious overkill and will likely provide almost no benefit for their usage model.

Wireless keyboard and mouse also don't seem appropriate for a work environment. These are computers that are left on all the time and having to constantly replace batteries for keyboards and mice doesn't seem like something they want to be worrying about.
