Setting a timer for a windows xp computer

Is it possible to time a computer to turn on at a specific time. Then turn off at another set time. I would like to get one of my pc, to turn on, record a few tv shows, then turn right off. Can anyone also recomend me a good tv card, and some good software. I want to be able everyday at 4pm, turn on, record tv shows, on two seperate channels, then turn off at 6pm. I need to be able to schedule recording on these channels, everyday at 4pm to 6pm, for a week. The first channel plays the shows from the 4pm to 5pm, then the other channel 5pm to 6pm.

If your bios supports it, you could set it to turn on in there. But without writing a batch file I'm not sure how you could get it to turn off. If I remember correctly, the ATI software that comes withteh all in wonders has a setting to shut the computer down after it's recorded what you scheduled it to.
 
Why not just leave it on? It is simple to get it to shut down when you want... but to get it to turn on is another story, the OS can't do it as it is not on.
 
The shutdown part is simple. Just cant get the turn on thing.
