"shimeng.dll not a valid windows image"? how do I sort this out?

This happened a while ago, but I'm lazy, so I haven't really bothered to sort it out yet, but it's really starting to annoy me now, so here goes:

Norton AV pops up and tells me it's found a virus or something and that it's automatically deleted a file. As it was a while ago I can't remember exactly what it said, but it looked like a windows system file or something. Ever since then (so I'm guessing the deleted file had something to do with this) I get the following message whenever I open internet explorer, or try to install some new software:

"The Application or DLL C:\WINDOWS\SYSTEM32\ShimEng.dll is not a valid windows image. Please check this against your installation diskette"

Explorer then opens normally and works fine. As for when I'm installing software, sometimes it installs and works normally, sometimes it won't install at all (errors again and installer quits), and sometimes installs and then works with errors.

Do I need to use the recovery console to fix this? Any help at all would be appreciated.

Start | Run | Type msconfig and click OK | Under the "General" tab in the System Configuration Utility, click on the "Expand File" button | Insert your XP or W2K (preferrably slipstreamed with the latest SP) CD...hold down the shift key so the CD doesn't autostart | In the "File to restore" field, click the "Browse file" button...and browse to the ShimEng.dll file in the C:\Windows\system32 directory | In the "Restore from" field, click the "Browse from" button, and browse to your XP CD | In the "Save file in" field, click the "Browse to" button, and browse to the ...\system32 directory. The latest file version of the ShimEng.dll is...5.1.2600.1106 (xpsp1.020828-1920). :)
 
Is the shimeng.dll file still in the system 32 folder?
What is your OS?
If 2000 try here .This should replce any missing system files.It is run from the command prompt.
