spark sound from my mobo!!!

i've got a p4b-266 se

I hear this hi-frequency sound near my cpu,
i just unpluged every fan ,
but the sound still arises specialy when the cpu goes under full load,and the cpu fan speed reduces about 200 rpm .

is this normal you think?

btw i've got a 1.7 p4 oced to 1.9 i want to buy an 2.6 for this mobo, is this possible, if possible can i oc over than 3.0

can i use radeon 9700 pro on this mobo?
