Try closing all IE windows then try again. It was not updatung for me for a long time then I did that and it was updated. I think it is on a 6 hour update schedule.

I thought you meant that it wasn't updating. I did not understand that it was really down. probably because it just was not updating for me untill I shut IE down. Very strange.
