Stock Sapphire 9800 Pro is getting Windows artifacts...help.

My friend just recently purchased a Radeon 9800 Pro for his comptuer. Wince it was cheaper, he purchased the refurbished version of the sapphire card on newegg. Anyway, he went to install it today and he's getting loads of problems. The lover he has his computer on, the more artifacts that show up on the desktop. It is so bad, that he can not even read the screen most of the time. The artifacts become visible almost instantly and don't go away. He has tried reseating the card and completely cleaned his drivers (even thought he came from a 9200). Anyway, it sounds like overheating to me, but I can't make a full diagnosis since I'm not at his house. What do you guys think?

Amen, and it's a refurb to boot? I'd be sending it right back.

Yup, bad card. Send it back ASAP. Refurbs are a gamble - sometimes you win big and sometimes you get screwed. If you want 100% reliability, don't buy refurbs

but with it being a refurb, will newegg accept it? I remember seeing something there about refurbs not being re-accepted... does anyone know anything about this or had experience?
