system not shutting down-just restarts

Can someone please help me w/ this, I would like to fix it. Whenever I select shut down computer in windows it does not shut down it only restarts. It did not do this until recently, and I have no other problems whatsoever. Its not a big deal, but it is buggin me.
Its a KT7-RAID w/ athlon.
300W psu
ps. i do have 1 other prob that started last night. for some reason my animated cursors stopped being animated and i cannot fix it. any help appreciated.
ps it is 98SE
 
Sounds like a good format c: is in order. Damn Billie Gates. I am not positive on this fix, I just re-format each time I have a major error. I will get Linux SOON!!
 
thats happened to me before and I cant remember what I did to fix it=/

try defragmenting and disk scan

I did so many thing to my computer that day and I didnt ever realize it was fix

hmm

try right clicking on my computer go to proformace and and set the hard disk to Network server
maybe thats what I did...
 
The only time I have seem this with a KT133A board, is with USB mouse attached to the system; put the PS2 adapter on the mouse, everything is well. :)
 
Funny, I was just going to post something on this, cause I just got a new mobo (KK266-R) and a new PSU (sparkle power 400) and low and behold no dice...

So, I'm looking for help too - I've plugged, unplugged, and messed with all the settings I know of.

i had this happen to me before as well... im not sure exactly what fixed it but i believe it was a reinstallation of windows that did it.
 
This became a problem for me when I was building an old Athlon system. After adding components one at a time, I use Norton Ghost to save an image....its a good thing I did because after adding a cheap network card and trying to shutdown or restart, it just hangs. I had a few other cards to try and after restoring an earlier image I found one that did not cause that problem. In my case it was hardware/driver related.
 
I would format c:, and before you reinstall it, take all of the cards in your comp and move them around. I did this to mine and boy oh boy did it clear upa bunch of probs I was having with windows. I was getting a BSOD every time I installed windows, so after I did a fresh format and moved the hardware around, not only is it more stable it also spread the IRQ's out a little better(5 things on IRQ 10 instead of 7 things). since reformatting sucks try running system file checker from the hlp menu.if windows command files have been changed it will ask for the cd to reinstall them individually.
 
see if this feature is here- dont use 98se anymore but its in 200pro. right click my computer, then properties, advanced, startup/recovery-uncheck automatic reboot on system failure- it makes the comp reboot if the slightest error occurs-its pretty useless. But very annoying
