Tank, Peltier or Fan -=/>TBird 1Gig MF

Ok..... after a long time of thinking and asking questions on this board, I just decided to ask all of you what I should get to cool my TBird 1gig... Should I get water cooling, peltier, or just a Fan/Heat? Why?And what model? (Money unfortunately is not unlimited). Then with this cooling, what should I be able to over clock 2?

300 Watt
384mb 233 Ecc
2 Hard drives
1 CD
1 CDRW
GForce 64 Pro
ect...
