I am gonna get a 1700 310 juihb 0310 bla bla bla dlt3c in the next few days or so and im wondering, Are the HIGHER multi's unlocked already, or will i have to mod the chip?

Depends on your mobo does it recognise ALL 5 Fids? if it does then it will recognise all the multis. (I posted about this less than 1 hour ago....)
