Most of these cards are overclocking the same ( about 2080MHz on core ). On the one I had a chance to test ( GB FE ) there were no issues at all. You can try MSI Afterburner or other soft and enable option to keep max clock and no voltage drop.
Actually I was surprised how quitet and well performing is stock cooler. Generated noise is lower than on ASUS GTX780 DC2 or 980 Strix. Also temps after OC are in high 70/low 80 under load ( 3DMark, games etc ) while throttling point is 90*C+.

From whats out there the 1070s dont throttle like the 1080s have/do fir the fe's. This is in large part due to the lower cuda core count. You wont have an issue with throttling at stock speeds, for ocing you might but first is to change fan ramp up speed on the fe if that is what you purchased.
