TV out to Video in card??

I wanna get a card that can record TV programs-say a movie is on that i want and i wanna record it so i can turn it into a .mpeg. What do i need to get, is that a PCI capture card. basically i wanna be able to see TV programs on my monitor and record them as the play-such as Anime, Movies such as that-what is the procedure

As far as a card you will need one with TV inputs. I would recomend the ATI All in Wonder card. It has the best reputation. The rest I can not help you with as I have never done any of that. Good luck.
