Do you using a network bridge or NAT setup for your VM?

If it's NAT it can be the problem I believe.
Try configure the direct network bridge for your VM network card and check again, or think about forwarding the ports on your hypervisor instead of it.

If it's bridged already some logs may be helpful too.

hyper-v only does virtual switches there is no direct hardware sharing in it.

welp i got it working. im going to do a full writeup on how to get this setup in ubuntu and hyper-v its been a learning experience. i got it working in a physical machine first try 2 years ago, even that was a learning experience and was super difficult for someone to setup with 0 knowledge on how the stuff works.
thanks for your help i think the legacy network adapter + gen1 + all the stuff disabled in the virtual switch did it though im almost positive ive tried that combo before, but im not going to fight it. lol it works and that's all that matters now.
