The relavent components of my build are:
-MSI 7950 twin frozr
-pentium e5800
-8 gigs of 1333mhz ram
-750 watt thermaltake 80+ bronze power supply

Let me start by stating that the card does get very good airflow and that I have enough power going to it.

The problems I have so far is that the core clock gets stuck at either 500 mhz or 300 mhz and the memory clock gets stuck at 1250 mhz or 150 mhz. Catalyst Control Center also won't load anymore so I'm limited to afterburner, I'm including this problem because it is the direct result of my efforts to fix this absolutely terrible card.

The things I've done to fix it are as follows:
-Reinstalled the drivers. No Dice, and broke Catalyst.
-Installed the drivers from the disk included. Still no changes.
-Removed my second monitor (see side notes for more info)
-Attempted to turn hardware acceleration off (see side notes for more info)
-Swapped power cables just in case. No changes.

Side Notes:
I've read in a few places that this issue was usually the result of people playing games on one monitor and watching a video on another. This was not the case for me, as I don't watch videos and play games at the same time. They had also stated turning off hardware acceleration in the display settings had fixed it, so I attempted this just in case that was the issue. I found that the AMD drivers did not let me change this, and I also found that when I attempted to do it with the drivers removed, the changes could not be saved in the registry. I removed my second monitor, as this was the only link between my case and everyone elses' experience.

I'm not pleased at all with my purchase of the 7950, and will not be purchasing any more AMD related products ever again. My last video card was a 6850 and burned itself out in less than a year. However, I would like to get this problem fixed so I can continue on with my life.

If it helps anyone narrow down the issue, I'm using a 24" HDMI monitor paired with a 19" VGA monitor (using a DVI to VGA adapter). The latest drivers I had installed was 12.10. Also, when I first installed the card and got the drivers, AMD's auto detect thing didn't see my card, and whenever I install the drivers manually it says that it had several warnings. I'm not sure if this is normal but it also says 0x1002 - 0x679A pci in place of the actual model of my card.

Any help would be much appreciated.

After several doses of percocet and a rage nap, I tried the 12.11 drivers and CCC seems to have fixed itself, so that's one problem down. At the moment I have disabled any and all video enhancing options to my knowledge in CCC, in an effort to make something happen. Still nothing. Also, the driver auto detect kind of worked after I installed the drivers from the disc. Only catch is it thought I had vista. So that's where the situation is at now. Any help would still be very much appreciated.

If it acts up again, try a single monitor just to see what happens

Also I always clean the registry between upgrades/installs/uninstalls, I use the popular freeware program CCleaner

And when was the last time you did a full fresh windows install? Windows can get pretty cluttered, but I have no idea whats causing your problems

Well let me be clear in saying this isn't a random problem that comes and goes. I've had the problem since a day before the topic was created. I will try CCleaner and see if anything happens and the last time I did a fresh install of windows was about 2 to 3 months ago. Its an OEM computer, so I used the cd the manufacturer included and not an actual copy of windows (in this case Lenovo).

I tried CCleaner and fixed a myriad of problems that surprisingly had no effect. Still got the same problem.
 
So, the problem is solved. Rather, there was never a problem. At least not with the clock being stuck. When I loaded a game, I had CCC on my second monitor so I could see the stats of my card. The temp and fan speed would fluctuate but overdrive wouldn't kick in, so it stayed at 500/1250 mhz. This is what I thought. In actuality, my second screen just lagged out by the time everything else ramped up and didn't display the changes in speeds. What really had me going was when I messed with the speeds outside of a game. I expected the core clock and memory to respond immediately, as my radeon 6850 did when I overclocked it. Instead, I have to be using a graphically intense program for it to kick in, which makes sense really. So apparently the idle clock is 500 mhz which is another thing that put me off. 500 mhz is kinda high for a card to be doing nothing. So.. problem solved? Or did I just find out I had a different problem? Who knows, who cares. Happy holidays, I'm going to play some Far Cry 3 now :3
 
that is a strange idle speed, mine idle at 300core/150vram, which is also what my 6950 idled at I think
