Upgrading PC After 3 year hiatus

Hello fellow pc builders,

It has been 3 years that this old sempron 64, 1gb ATI HD4670 has been ticking. It's gotten to the point where a short is causing osme wierd bugs (i touch the pc & it boots) lol

Anywyas, I did some research before typing this thing up. So here is what i came to (so far)

Is this a good upgrade? Or am i going about this wrong?

I was going to recommend building an AMD rig instead, but after checking out the prices myself, it's going to be difficult to match the price you managed to arrive at. It should serve you well but keep in mind that it's a dead platform (no new processors planned for the socket) so it won't leave you an easy upgrade path in the future. But, if you managed to keep the sempron for 3 years then it shouldn't be a problem anyway.
