upping voltage (NEED HELP!!)

i have a PPGA celery 400@570. 600 gets me post, but the harddrive "spins out" while i load windows. it wont load dos either. I wanna up the voltage, but my board doesnt support voltage selection. How can i go about doing this? my stats are below
 
As stated in my other posting - a new chip that will achieve 100FSB will be cheaper and more rewarding than a proper motherboard designed for overclocking.
Other than that your best plan would be to keep it at 66Mhz FSB or very very near to it.

..............where did they put VID4 on PPGA???
