Use of chasing LEDs

Over at Hi-tech-mods they have found a kit to set up LEDs run on a chasing pattern like x-mas lights.

Now this is neat and all but I believe in doing something for funtionality and making it look good. These don't really have aay purpose.

Now i was thinking.. .if somehow I could set it up so they ran at different speeds depending on how much the HDD was working or maybe how fast I was downloading... or something like that.

Like it slows down when my HDD is working real hard or vice versa... any ideas on how to do this?
