vBulletin Color guide?

I've seen some people on this forum using lots of different colors in thier tag lines and was curious to find out whats the syntax used in vBulletin to do so? I know that "color=White" is the normal tag, but can it also use the normal html color tag? Like "color=23,45,100"? And what about a background color for the line of text? Can I set a line to look like its highlighted with some tags or such?

You can use hex color codes. Like #FF0000 for red text.

Ahhhh... hex... I forgot about hex... I also loath hex.

I still wonder if theres a "highlight" option (aka background color). That would really be usefull.
