Video Stutter, MB?

With every single game that I play I have a slight video stutter. Nothing will play perfectly smooth. I've checked a few components and I can be sure that the video card, memory, and power supply are not the root of the problem. What could be causing the stutter? HDD, motherboard, CPU?
*** The last time I changed the HSF on my CPU the DIE had a small perfectly square rough spot on it, it wasn't near the edge or anything, but it wasn't there the last time I changed the HSF. Could that be the problem?

Also the mobo I have is ECS and I KNOW that it's not that great either...

Any ideas?

CHeck your interupt shareing. Make sure your hardware isnt on the same interupts. If you have to share an interupt then at least make sure your biggies arent on the same one.
