It means its the same as any card by any other manufacturer, with possibly different stickers and cooling on it... They get the chip from AMD, and they slap it on a PCB/power delivery circuit that AMD provided as a "reference design".

A non-reference model would be something like the MSI lightning series - it has a custom PCB, and beefed up power delivery.

On any reference card, you are getting the same parts - just different cooler perhaps, different stickers, and different service/warranty.
 
Being a reference design it should be 925mHz with 5500mHz memory.

It is surprisingly hard to find the clocks on this card. The VisionTek site does not list it.

NCIX.com does though 800 mHz core and 5.0 GHz memory. LINK

Strange for a reference card.
 
I picked one up, The card pictured is definitely a 7970 but I'll confirm once I get it :)

Edit: Does not matter anyway because they charge sales tax and shipping which brings the price right back up!
