Voltage locked on MSI R9 270 Gaming

I have been trying to overclock my MSI R9. In Afterburner I have been able to get a good overclock. I have the GPU up from 955mhz to 1100mhz. The memory up from 1400mhz to 1500mhz. A good improvement, but I cannot change the voltage. That slider is locked. I also tried Trixx. No go there either. I then tried Asus GPU tweek. In there I have voltage control, but the max GPU clock I can get is 1050mhz. It will not let me go higher, unless I also have Afterburner installed and have overclocking enabled in that program via the Afterburner CFG file. I could use one to overclock and one to up the voltage, but that just isn't right, or smart IMO. Has anyone else ran into this? Maybe a way to change the Asus software to let me pick a higher clock rate like I had to with Afterburner?
 
Yes, it is enabled. Even the CFG file has been modified. It is the latest driver and Afterburner. I have been trying to find an answer to this for a week now.
