voltage mod for asus a7v133

Hey guys is I'm planning to do a voltage mod to my motherboard. I currently have an athlon 1400@1620. I'm trying to get more out of it and I think voltage mod is the way to go. I've read the link atocinside.de but I dont know what they mean by soldering the resistor to a cable. I had the terrible job of soldering pc boards before so I'm sure i can handle the job. I'm just not sure what they mean by their descriptions.

Now my computer when I turn it on wont turn on. I can see that the light is still on. You guys think I killed my motherboard or is this a power supply problem. Sometimes the when I press the button to power it on the fan will start turning then stop. Could this be due to the motherboard or the power supply?
