water cooling fluid suggestions?

here is what i need:

something cheap
something i can easily get
something that can stand subzero temps
something better performing than my current mixture
(town tap water and anti-freeze)

temps: 700@1020@ 1.85 @ 29C idle/ 32 load

that another thing i need to know! how come my computer doesn't idle? Maybe having win2K pro explains that

try distilled water with water wetter.

I use distilled water, a waterwetter called "Engine Kool" from NAPA that cost about $4.00, and a small amount of pump lubricant. Of course, I'm not going subzero, so add some antifreeze.
