What am I doing wrong here?

I just plain don't get it man, I have tried everything under the sun within my ability to bring down my temps, and to no avail nothing helps. I run at idle mind you........case temp 27c and processor 35c and I am not even overclocking!! Are these normal or are they a little on the high side?
I have a P3 800Mhz, have two 80mm intake fans at the bottom front of the case, one 80mm exhaust at the top rear of the case below the power supply, plus the power supply exhaust. The temp in the house near the comp is roughly at 20c. I also have no cables in the way either, they are all neatly tucked away out of the way. I tried it with just one intake fan and got the same, so I added a second and no difference in temps, and yes I read the sticky on cooling and heat transfer, and lots of threads on the topic too, any help would be much appreciated.
