locked Barton -> You will need a high FSB -> DFI NFII Ultra Infinity.
If your RAM is capable of running at high speeds, of course
Ram : Ideal is BH-5, but hard to find. Ch-5 is good at high voltages (DFI : up to 3.3V without vdimm mod).
Fan : Enermax UC9-FAB (with regulator) on a sp-97, or Zalman CNPS7000Al-Cu (very cheap now).
If you don't want to spend an arm and a leg for the setup try an ABIT NF7-s or non-s.
I tried a locked 2500 on my abit system and could only get the cpu stable at around 2300MHz. Depends on if you get a good chip as to whether you can go higher. Throw in some pc3500 ram and you're good to go.
