What is holding me back from my p3-700 getting over 966mhz?

My setup:
P3V4X Asus - Mobo
256 meg and 128 meg ram chips.. unknown brand
Maxtor 25gig HD
Cheap Linksys Net Card 10/100
Turtle Beach, Santa Cruz Sound Card
Geforce 2 GTS, Asus
Slot 1 .. P3-700 chip and Very nice global win heatsink/fan

I'v overclock'd this guy to 966 no problem... But couldnt get windows to post any higher.
I resently add'd a weaker watt pelter to the setup, making my cpu run @ 15-20c , and I still cant get any higher then 966 in windows!
My conclution is... its my net card or sound card? 966mhz, my clock speed is @ 138.. not very high, but @ 140 clock speed something is not handling it, net card? ram? sound card?

what do you guys think, what can I upgrade to get a little bit more kick!?

also... In bios I set my ram to 8ns (123 clock) does that change when I change my core clock on my cpu?
 
RAM. You need to go with one great chip of PC 150 or PC 166.

ok, I tried some more steps... in deduction to get to the root of this evil...

I removed 1 stick @ a time, and boot'd into windows with the 256 meg stick.. then it froze.. then I put in the 128 meg stick, and yet it froze again .. all on 140 clock speed... also, my 128 meg stick says "NEC" on it, cant NEC ram handle 140clock?

So thinking it could be my $20 network card, I removed that, and still yet again froze booting into windows!

More questions I have!???
1. What kind of clock speed can a Geforce 2 GTS made by Asus take? estimated
2. What kind of clock speed can a Maxtor HD take? estimated
3. whats stoping me! :)?

William is right you need to get some good ram...I couldnt get my 700 past the 140fsb barrier on my p3v4x...I got a corsair pc150 chip and all is good now :)
 
Yep these guys are rite if you dont have the option to run at minus clock speed in BIOS then your pushing your ram to far out of spec, you can try running cas 3 if you have that option but you may need better ram if you want to see how far your CPU will go.
 
There should be a setting in the BIOS to make the memory run 33% slower. It's about 4th from the top in the advanced settings. Change it to 3/2. It may be different on yours, but that's how mine is
