what is the best way to cool off the hot side of the peltier?

umm, bout the whole below ambient thing.

A pelt with a closed-loop w/c system would get you below ambient.

Actually it is possible to get below ambient with a closed loop system w/o a pelt. Wait till it snows and put ur radout the window:D
 
Water.

Donny_Paycheck did a air cooled peltier project with the Swiftech MCX462 + an 80watt peltier on an XP. It only cooled 2-3 degrees better than before and all the money and work that went into it, I just don't think it was worth it. Water is alot more efficent than air. Also ThunderBird's put out alot of heat so air is not an option really because the heatsink won't do a good job of cooling on the hot side too well and most likely make your temps go up
