Nobody can tell you if your 920 can hit 4.0GHz, nor can we tell you if the RAM you linked to is capable of running any higher than DDR3-1600MHz at SPD / XMP Profile settings or default DRAM voltage of 1.65V. Considering a 200MHz BCLK running a DRAM ratio of 2:8, for an effective DRAM frequency of 1600MHz at 8-8-8-24. You may be able to clock the RAM at between 1700 and 1800MHz at 9-9-9-24 (w/ possibly higher tRAS and / or looser sub-timings) for example, depending on the quality of the sticks.
No overclock is guaranteed, let alone 'easily.' While many i7 920 D0 CPUs have hit 4.0GHz+, do not take this as given. There are always exceptions and batches are no longer accurate indicators either. That being said, the Corsair RAM you selected is good.
