Whatever it does without artifacting. That is the golden rule for just about anything.

You'll know it when you see it 
Artifacting is anything wrong with the outputted picture. Core artifacts result in snow, squares that move with textures, banding, or other texture related problems. Memory artifacts result in polygon warping. All you end up seeing is a mis-mash of trianlgles that no longer look anything like the original image.
If the picture dosen't look the same as it would at stock, you're seeing artifacting.

Radclocker works well. You can set it to keep the speeds over reboots.
