Whats a peltier?

I am lookin at getting into h2o cooling and on dangerden.com, they talk about peltiers... can somebody give me a quick and simple explanations about what one is (or point me to a link) cause i really am to tired to go searching the web.

oh yeah one more question about water cooling... how often do you need to change the water? a few monhs? weeks? year?

Sealed system, indefinate.
Bong, I change it once a month in order to clean out mineral deposits. Don't really clean it per se, empty the whole thing and refill it.
