I think I can best describe it with this example- I have a 100mhz FSB (frontside bus) and a 700mhz processor, so my multiplier is 7 (100mhz FSB x 7 = 700mhz). If I had a 133mhz FSB and a 800mhz processor, my multiplier would be 6 (133mhz FSB x 6 = 800...well it actually equals 798, but lets round it off =D). Intels multipliers are locked, though Athlons can be unlocked.
