It really depends on the brand as well as components used. I suggest overclocking it yourself and then reducing it to 90% of the max overclock. You'll easily go beyond Ti4600 speeds.
less score at higher speed? well then you have a heat problem. Lots of the stock HSF sucks. My leadtek ti4400 hit 310/690 on stock cooling. Yes its damn stable and i run at that speed all the time. I loop 3dMark for like a day
i used to have an MSI Ti4800SE, which is just a Ti4400 with 8x AGP. on stock cooling my card ran 315/662, after i put on a 1U rackmount cooler and some ramsinks, i was running 335/680 stable. thats on 3.6ns sammy.
