White pad on the back of my hd4670

I just got my new 4670 1gb agp today (yeah i know agp sucks) and noticed something on the back I've never seen before. A white pad stuck on with a hole cut in the center. I've done a couple video card upgrades in the past and none of them have had anything like this. I fiddled with the cornor to see if it peeled off or not but it looked to be on really good so I didn't force it and just left it. Is it suppose to stay on? What is it exactly? I searched the manual, googled so many different phrases but to no avail. Any help would be appreciated.
