Win2k will not fix its corrupt system files

Here is the problem. I turn on my computer and the OS does not like the version of some files and asks for the win2k CD. I insert the CD and the dialogue box disapears, this happens every time I reboot the machine. So I decided to run SFC this is what happens:

C:\>sfc /scannow
Windows File Protection could not initiate a scan of protected system files.

The specific error code is 0x000006ba [The RPC server is unavailable].
