When I go to my computer and look at my system
it says

AMD ATHLON PROCESSOR
AT?AT COMPATABILE
261,616 KB Ram

Does that mean that its not recognizing that I have 256 MGS of PC 133 (PNY) ?

How can I check or change it?

You're ram is fine. If you remember, there are 1000 Kb in 1 Mb. So, if it says that you have 261,616 Kb of RAM, you have 261 Megs of RAM. Its actually 256, but Windows reads it high for reasons that I'm not really sure of. Mine says the same thing, so don't worry about it.
 
Just to be acurate, a bit is a 1 or a 0, a byte is eight of them. a kilo byte of ram is 1024 bytes and is calculated that way because of the binary system computers use. Thus 1024 bytes comes from 2^10 (2 to the power of 10)=1024. Your RAM should actually read 262144 kB. I'm sure thats what mine reads, but I will double check next time.
