SOLVED Windows 7 Refusing to Connect to FTP server

My buddy just re-installed Windows 7 x64, prior to, he could access his FTP server, now, however, he is unable to. He receives error 530:incorrect login information.

I know what you're thinking, "Did he enter the info right?" yes, we've checked it dozens and dozens of times, the login info is 100% correct.

I can login to the FTP server just fine (from host provider, the server isn't at his house). But when he comes over to my house to test it, he is still unable to login to the FTP server on his computer, and again, I can.

He's tried calling the hosting company, they say nothing is wrong.

He's forwarded the necessary ports, Port 21 and all that jazz.

It's not a router issue, as I can connect but he cannot using the same router.

It's not a firewall issue, trust me.............. :mad:

He CAN connect via Command Prompt. But no matter what else he uses, nothing else will connect, it all gives the SAME error.

He's turned UAC in windows to do nothing (same as me)

He's tried FireFTP, same problem.

It has to be something with Windows 7, as he has also had a laptop that he could connect to the FTP server, but after reformatting that as well, he now has the same problem on both his Desktop and Laptop.

Is there something magical that we are forgetting? Perhaps saying Abra Kadabra?
 
No cigar.

We just got it working, for some reason, we tried a FTP test site, where you log into the FTP server and have the website test the connection through the site, and we're guessing that tricked something into allowing the connection to go through, as immediately after the test, he was able to log in through Firefox and Dreamweaver. Nothing else was changed after that.
